Peeling foundation but oily skin?

Hi everyone, I’ve been having an issue with my foundation peeling/flaking on my face after I apply it. I don’t have dry skin (my forehead gets very shiny, and I don’t have any dry patches of skin on my face. It’s truly the make up sitting on top of my face that is peeling. When I take it off my skin is not peeling. I also moisturize before I put in make up, and after I take it off daily).

For reference, I use a good quality primer, foundation & setting spray. I apply with a blending sponge.

I’ve been doing my make up for years and this happens on and off randomly. I haven’t dealt with it for a while until recently the past week.

Does anyone know what is causing this? The other weird thing, the peeling doesn’t happen everyday, even when I am dealing with it frequently. I dealt with it two days ago, it was fine yesterday, but back again today.

I have no idea how to deal with this or how to prevent this. Also, any tips on dealing with a shiny forehead? The setting spray I use is specifically for oily skin, but I have not noticed a difference.
